Lecinda Sutliff
Operations Manager, JDAP and YSP
Lecinda serves as the Operations Manager for the East Juvenile Diversion Alternative Program (JDAP) and Youth Screening Program (YSP) at BAYS. Her journey with BAYS began in 2002, when she worked in Case Management under the Conditional Release contract. In 2005, she was promoted to Supervisor for what was then the IDDS program—now known as JDAP.
After a brief time away, Lecinda rejoined the BAYS team in 2010 and helped launch the Circuit 9 office as a Case Manager when BAYS secured the contract. She was promoted again in 2011, becoming Supervisor in Circuit 10. Her leadership and dedication led to her promotion in 2023 as Regional Director for the West Region of JDAP. In July 2026, she became Operations Manager for both the YSP and JDAP programs in the East Region.
Lecinda holds a bachelor’s degree in Criminal Justice from Kent State University in Kent, Ohio. Outside of her work at BAYS, she enjoys playing guitar at her church, working out, and spending quality time with her family and friends. She is a proud mother of two wonderful sons, mother-in-law to two beautiful daughters-in-law, a devoted daughter, and a joyful grandmother to three amazing grandchildren who fill her heart with love and laughter.
